Hi does the hpi-15226 pull start fit on a savage X 4.6?

No. It depends a little on which version you have, but it's likely to be the HPI-1428 F/G series pullstart you need if you have a 12mm one way bearing.
Or, if you have a 14mm one way bearing, it will be HPI-107828.
