Does this plane come with a controller or a transmitter as if it doesn’t were can I buy the transmitter

No, this is a kit only so requires all the electronics, transmitter, etc. They do offer the KIT+ version under item MPX1-01029 which includes the electronics and just needs a transmitter/receiver.
