Could this Tx be used with another Spektrum receiver such as the AR410?

Yes but I believe they are only the older DSM - not DSMX so wouldn't work with later receivers

This is a replacement handset for specufic Micro plane and helicopters, and will only bind to the power boards on those.

So they do not sell a receiver separately

No, This is very old original DSM only, so no it would not bind to DSM2 or DSMX receivers.
