These have a speed dual rate on it which can be adjusted on the handset.

No they do not have a function for that but we do recommend putting a tie wrap round the trigger for younger users to get used to the speed but they are only 12-15 mph top end .

The electrics are waterproof but it will require maintenance to stop rust etc.
