Hi what size are these outer diameter? Is 45for 45mm? Will they fit an HSP xstr buggy for outside tarmac driving?

These measure approx 60mm diameter. 45SH refers to 45 Shore - the softness of the foam.
I can't advise if they'd fit your HSP I'm afraid as that's not a brand we sell sorry!
