Would this be able to handle a Hobbywing EZRun MAX10 G2 140A Speed Control on a 4s Lipo?

That ESC has a limit of 2400kv on 4s so would more than likely damage it.

Would this work with a 1060 hobbywing quick run esc?

Unfortunately not - the 1060 is for brushed motors only. That brushless motor requires a G2 Hobbywing MAX10 sensored ESC to run it.
