No these are not belted , this is a good belted buggy wheel and tyre JK1501RB
Yes, they fit pretty much any 1:8 buggy with 17mm hexes
Yes... but use common sense - for example, ballooning tyres up in a "donut" or wheels off the floor will kill even the strongest tyres in seconds.
I'd also recommend using some extra tyre glue (eg TGLUE) for hard use.
