I want to remove the receiver (AR630) from an E-Flite F-15 64mm, and use it it in another EDF. Is this the cable I need to unlock the AR630 so that I can use forward programming and enable SAFE/AS3X?

Is this comparable with the AR637T receiver ?

The programming on the 637T is done through forward programming on a gen 2 spektrum radio. It will not be able to use the programming cable in the same capacity that the 636 does, so no.
