I am getting back into the world of rc racing after a long time. I have a "shopping list" of things to get, starting with oils. Along different suspension set ups, will this make the car handle differently? Am I right please?

Yes - as a general rule, thicker oil will "slow" the shocks down. Ideal for smoother surfaces.
Thinner oil (lower numbers) will allow the shocks to react quicker - ideal for bumpier surfaces
