Simple and compact the PowerPal Peak is the ideal entry level charging source for Ni-Cd and Ni-MH batteries. With the option of AC/DC power supply, the Peak can be used at home, in the car or at the field. Selectable charge rates provide amp settings to suit most needs and battery capacities, whilst the peak detection software eliminates damaging over charging.

That is not designed for that battery - I would stick to the small USB chargers for those.

No, you can charge a partially charged pack with no issue. The charger will cut off when the pack is fully charged.
This has a normal size Tamiya plug. For mini Tamiya, we'd use adapter ET0821
Yes, this will charge the NiMh pack from the Maverick Ion / Ripmax Husky no problem - you will just need an adapter lead such as ET0821
